In a large frying pan over medium-high heat, heat the oils.Add the peppers and cook for 2 minutes, or until crisp.Add the soy sauce, mirin, and Sucanat; simmer for 1 minute, or until the sauce has slightly thickened.Add the fish to the pan and simmer in the sauce for 3 minutes each side, or until cooked.Te serve, place piles of steamed rice on serving plates and top with the fish and pan sauce.Serve with steamed greens or asparagus.
